Today, societies are forced to use technology to run their affairs, and in the absence of this phenomenon, people's lives are disrupted. Therefore, it inevitably appears in every part of life, and as a result, technology has a special place and value in the world, such that technology is considered as an indicator to measure and evaluate the level of development in societies. Therefore, considering the special role and place of this phenomenon in human life, it must have passed all stages of experimental testing upon its entry into society in order to reduce the risks arising from its use. So if a technology has not passed these stages, it will be unsientific, regardless of the usual complications that come with warnings or depreciation over time and according to legal principles such as Strict Liability and jurisprudential rules such as the Rule of ITLAF , the liability resulting from the use of this unscientific phenomenon and loss and damage exceeding the benefit and beyond the usual complication is certained. Thus the injured party can oblige the person who caused the damage to compensate for the damages without having to prove a causality relationship
